Main Duties
Line manage the Mitie Mast & Towers (M&T) Team, Helpdesk, PPM Planning and Compliance, Asset Management and Safe Systems of Work. Ensuring M&T maintenance and inspections are programmed and delivered monitoring the completion of remedial works. Oversea the delivery of Mitie internal contracts with other agencies such as Aquila.
Responsible for the implementation of the Establishment Specific Task Schedule (“ESTS”) across the MoD estate in Cyprus making sure technical assurance requirements are firmly embedded within SFG20/MIRS delivery. Ensuring the rolling twelve month programmed list of Establishment specific Statutory and Mandatory tests and inspections based on the MOD Bespoke Maintenance Requirements are being applied. Ensure all Preventative Maintenance tasks set out in the OPC contract documents is being applied by the OPC Contractor Supply Chain.
In liaison with the Supply Chain Operations and Site Managers, M&E Co-Ordinator manage, monitor, and continuously develop the contract strategy to enhance performance and continuous improvement.
Working with key stakeholders, both within and outside of Mitie, to ensure technical assurance requirements are firmly embedded within SFG20/MIRS delivery. Engage with Mitie SME experts on all matters relating to the implementation of ESTS and asset management including compliance. Work with the Supply Chain and wider Mitie business on MoD associated processes, procedures and systems. Undertake regular assessments and reports on service delivery to identify strengths and weaknesses in respect of statutory compliance.
Oversee and deliver all aspects of Asbestos and Legionella management. Undertake Legionella Responsible Person and Asbestos Appointed Person duties in accordance with extant Regulations and Codes of Practice as required.
Develop and manage appropriate policies / processes and documentation necessary to support contract delivery requirements, including creating, issuing, and providing guidance on the OPC contract / process related documentation & templates to colleagues to ensure compliance with SFG20/MIRS and other MoD policies i.e. SOP 19.02.
Capable of acting as a primary point of contact / subject matter expert for technical assurance with key stakeholders, within both Mitie, OPC Contractor Supply Chain, DIO & third party stakeholders, and manage these relationships accordingly.
Monitor and mentor Helpdesk performance, lead on complaint management and resolution.
Engage with and support the SSW managers in the execution of their duties, resolving any issues or disputes with the Supply Chain managers.
Communicate with the OPC Contractor Supply Chain to drive robust, interactive and positive work ethics in line with Mitie values across all contract operational delivery.
Analyse change to ensure that technical assurance requirements adapt to operational, business, legal and MoD led changes.
Maintain knowledge of all applicable legislation and industry standards and notify management of implications, trends, and best practice.
To regularly liaise with Mitie PM and Supply Chain to ensure that sufficient resources are available to complete works on time including labour, materials, plant and equipment.
To ensure that all works carried out under the CIDP, meet the agreed specification and drawings and are delivered within planned timescales and budgets. To monitor the progress of all works supporting the site teams as required; in particular development of SON/URD and development of preliminary designs.
Hold and attend regular meetings on all aspects of service delivery as required. Attend monthly CIDP meetings.
Liaise with both internal and external audit teams / bodies to facilitate audits and compliance. Participate and support audit inspection regimes such as EMO2.
Ensure monthly TBT are delivered throughout areas of responsibility.
Develop and maintain positive working relationships with all senior managers and their respective teams.
Attend the various Technical Services workshops to communicate our collective view and to cascade the information gained from them.
Able to provide others with clear information and set appropriate standards of behaviour.
Communication skills for formal and informal reporting requirements.
Provide support to the QSHE team as necessary in the implementation of a positive safe working culture compatible with contract delivery.
Continous monitoring, in liaison with Site Managers and Delivery Teams, the performance of OPC contract in relation to relevant KPIs ALP and Target Thresholds.
Undertake managerial responsibilities for all staff under your AOR; attend SLT meetings as required.
HNC/Degree educated in civils, electrical or mechanical engineering or equivalent qualification.
Knowledge and experience of hard Facilities Management (FM) contract delivery, with experience of ensuring high standards of delivery, compliance and assurance are maintained.
Experience of working within a military environment a distinct advantage.
Knowledge of external audit, internal audit, IT, and risk management a distinct advantage.
Experience working with electronic IMS systems. MAXIMO experience a distinct advantage but not essential.
Sound knowledge and appreciation of H&S and environmental requirements at work and its impact on the business.
QHSE accreditation an advantage, but training will be provided for the right candidate.
The ability to establish good relationships with internal and external team members.
Must be able to work as part of a team and co-operate within a team ethic.
Excellent presentation skills both internally and client facing with proven track record at delivering presentations.
A diplomatic but firm manner with excellent powers of persuasion and ability to make own decisions and see them through.
Resilient, with ability to influence key decision makers and quickly build credible relationships with internal and external teams, and to challenge when necessary.
Ability to drive technical assurance with key stakeholders, both internal and external.
Must be able to write clearly and succinctly in a logical and structured way.
Must have good analytical skills to produce practical solutions to a range of problems.
An understanding of the Greek language a distinct advantage but not essential.
Good IT skills with the ability to work with bespoke software managing tools and creating PPM planners to produce reports from multiple sources/systems.
