Job Description

Job Title: Regional Operations Centre Manager

Responsible to: Security Operations Manager

Scope: UK&I and UKMEA – all activities within this JD apply on local and international scale.

Role Overview: To maintain the security and life safety of the clients staff, property, information, operation and reputation.

Pay: £20.90 per hour

Shift pattern: 4 days on, 4 days off, 4 nights on, 4 days off

Security System Responsibilities:

  • Oversee proactive management/ monitoring of all security systems, including CCTV, access control, panic alarms
  • Carry out immediate triage and investigation into alarms arising from all security systems to reduce potential impact to bank operations.
  • Work with bank's corporate security systems team and vendors, to triage nuisance alarms and security system downtime.
  • Furnish the bank's corporate security systems team and vendors with timely data arising from system alarms.
  • Comply with Data Protection requirements in matters relating to investigations, databases, CCTV and access records.
  • Report immediately any/ all equipment faults to the relevant vendor, providing correct details and in a timely manner.
  • Effective and timely reporting/ escalation of information regarding potential threats to Deutsche Bank from internal and external sources.
  • Complete baseline CCTV patrols of all local and regional assets.

Events & Executive Protection Responsibilities

  • Manage and oversee all emergency response activities for executive residences in conjunction with external monitoring companies and escalate back into the bank and EEP management team.
  • Maintain EEP records and affect changes to these upon instruction from EEP management.

Training and HR and Responsibilities

  • Carry out investigations and disciplinary activities.
  • Liaise with Mitie HR for guidance with outstanding HR cases.
  • Train and uplift ROCOs where they can fully and confidently undertake ROCM duties.
  • Report to Mitie site management any instances of insubordination, undesired conduct or behaviour or negligence.
  • Carry out performance reviews for ROCOs under your responsibility.
  • Carry out and record quarterly welfare visits for all ROC/ SCR personnel under your responsibility.
  • Report safety hazards, injuries and 1st aid incidents within 12hrs.
  • Carry out scenario exercises to test KOD knowledge and conduct training to close knowledge gaps.
  • Maintain working knowledge of current Mitie HR policies.

Travel and Traveller Security Responsibilities

  • Monitor, remain alert to, communicate and escalate local and regional security events which might impact business travellers and/ or operations.
  • Contact travellers to establish safety and or monitor and support with travel disruptions.
  • Carry out call tree tests to establish staff safety in conflict regions.
  • Good understanding of travel risk management.

Crisis and Emergency Response and Management Responsibilities

  • Effectively support Deutsche Bank Crisis Management procedures and processes.
  • Respond to and manage emergencies and escalate/ communicate incidents in accordance with Corporate Security and Non-Financial Risk Management (NFRM) Key Operating Documents (KODs).
  • Maintain a good working knowledge of the Incident Management Process.
  • Respond to emergency situations and assist with emergency building evacuations when necessary.
  • Manage, coordinate and escalate emergency calls and incidents relating to security and life safety events.
  • Provide first aid if required when responding to an emergency medical situation.

 Compliance, Communication and Administrative Responsibilities

  • Attend the weekly Sister Bank Conference call and produce comprehensive report detailing content to the Client and Senior Management.
  • Manage, review and implement agreed ROC/ SCR KOD's.
  • Ensure ROC/ SCR communication is delivered to a professional level and undertake remedial action where it falls below expected standards.
  • Maintain clear, concise radio and telephone communication to colleagues and Mitie management at all times.
  • Deal with the client and Deutsche Back staff in a professional, effective and courteous manner.
  • Record and escalate any/ all security breaches in accordance with AIs.
  • Attend the weekly Ops meetings and brief ROC teams on threat intel, ops changes and events.
  • Ensure adequate and effective staffing levels are maintained across the ROC/ SCR personnel.

 Legal and Legislative Responsibilities.

  • Possess strong understanding of data privacy and GDPR and how/ where/ when to apply this.
  • Maintain records of data release forms for audit.

Skills and Competencies

  • Strong command of the English language.
  • Ability to communicate (spoken and written) clearly and concisely.
  • Portray a calm and comforting demeanour while dealing with emergencies and incidents.
  • Well-developed interpersonal skills and networking ability.
  • Strong motivation and understanding of management techniques.
  • Possess a proactive, logical and inquisitory approach to security duties to be able to deliver under pressure.

Authority:                   

  • Recommend changes to existing KODs in order to maintain the security and safety of the Clients property, information and/ or staff.
  • Suggest changes to equipment based on an end user perspective to maintain effective operation of the ROC function.

Nil Authority:              

  • To permanently alter any section of the assignment instructions without the consent of Mitie management and or the Client.
  • To alter or attempt to alter any records, reports or databases maintained by the installed equipment.
  • To obtain goods or services amounting to capital expenditure without the consent of Mitie management and or the Client.
