The main purpose of the role is to support the Operations Manager and working collaboratively with the Assets team to develop, implement and deliver all supporting PPM activities to DIO, OPC Contractor Supply Chain and other third party stakeholders.
The primary focus of this role is to manage and co-ordinate the implementation of the Establishment Specific Task Schedule (“ESTS”) across the MoD estate in Cyprus. Ensuring the rolling twelve month programmed list of Establishment specific Statutory and Mandatory tests and inspections based on the MOD Bespoke Maintenance Requirements and all Preventative Maintenance tasks set out in the OPC contract documents is being applied by the OPC Contractor Supply Chain.
With a small technical compliance team , be responsible for managing, monitoring, and improving technical assurance across the Cyprus OPC contract. Oversee and deliver all aspects of Asbestos and Legionella management. Undertake Legionella Responsible Person and Asbestos Appointed Person duties in accordance with extant Regulations and Codes of Practice.
Responsible for tracking, assessing any possible commercial impact and communicating all technical assurance development, whether, regulatory or client/MoD/BFC driven. Working with key stakeholders, both within and outside of Mitie, to ensure technical assurance requirements are firmly embedded within SFG20/MIRS delivery and being the subject matter expert on all matters relating to Estate (ESTS), technical assurance for the Supply Chain and wider Mitie business on MoD associated processes, procedures and systems. Undertake regular assessments and report on the correct tasks have been applied to the correct assets.
Main Duties
In liaison with the Operations Managers, Asset & Plans Manager, OPC Contractor SME and Site Managers manage, monitor, and continuously develop the ESTS/technical assurance strategy for the contract.
Develop and manage appropriate policies / processes and documentation necessary to support all PPM delivery requirements, including creating, issuing, and providing guidance on the OPC contract / process related documentation & templates to colleagues to ensure compliance with SFG20/MIRS and other MoD policies i.e. SOP 19.
Work with the UK support Team and OPC Contractor Supply Chain to ensure PPM programming is aligned with the SFG20 and MIRS requirements, addressing any gaps in PPM from audits and other inspections.
Carry out a regular assessments to ensure the correct tasks have been applied to the correct assets, providing reports as required.
Responsible for asset and PPM identification arising from third party projects i.e. MPP and with the UK support team ensure the appropriate PPM Job Plans are created and relayed to the OPC Contractor Supply Chain.
Capable of acting as a primary point of contact / subject matter expert for technical assurance with key stakeholders, within both Mitie, OPC Contractor Supply Chain, DIO & third party stakeholders, and manage these relationships accordingly.
Ensure that appropriate controls and monitoring is in place to ensure statutory compliance is being achieved.
Implement and maintain system-based tools and reports to measure technical assurance and work with individual team members, to mitigate risks and deliver improvements.
Communicate with the OPC Contractor Supply Chain to drive a robust and interactive, technical assurance culture, across all contract PPM delivery.
Analyse change to ensure that technical assurance requirements adapt to operational, business, legal and MoD led changes.
Maintain knowledge of all applicable legislation and industry standards and notify management of implications, trends, and best practice.
Identify and track any technical assurance related business risks along with appropriate mitigating actions.
Liaise with both internal and external audit teams / bodies to facilitate audits of ESTS activities and CETA compliance.
Provide technical support to the Operation Managers, in particular Mast & Towers.
Ensure monthly TBT are delivered to the Technical Compliance Technicians.
Develop and maintain positive working relationships with all senior managers and their respective teams.
Attend the various Technical Services workshops to communicate our collective view and to cascade the information gained from them.
Demonstrate continual improvement (in technical assurance) across the business by holding regular workshops with the OPC Contractor Supply Chain M&E Managers identifying changes to processes and MAXIMO as they arise.
Implement and maintain internal audit and inspection regimes with CSP, nurture an ‘audit ready' culture across the PPM delivery.
Able to provide others with clear information and set appropriate standards of behaviour.
Communication skills for formal and informal reporting requirements.
Engage with DIO to support implementation of ESTS, SFG20 & MIRS improvements.
Provide support as necessary in the implementation of a positive safe working culture compatible with contract delivery.
Continuous monitoring, in liaison with Site Managers and Delivery Teams, the performance of OPC contract in relation to relevant to ESTS KPIs ALP and Target Thresholds.
Degree educated in electrical or mechanical engineering or equivalent qualification.
Knowledge and experience of hard Facilities Management (FM) contract delivery, with an understanding of managing Pre Planned Maintenance to ensure high standards of technical assurance are maintained.
Experience of working within a military environment a distinct advantage.
Knowledge of external audit, internal audit, IT, and risk management a distinct advantage.
Experience working with electronic planned maintenance systems. MAXIMO experience a distinct advantage but not essential.
Sound knowledge and appreciation of H&S and environmental requirements at work and its impact on the business.
QHSE accreditation an advantage, but training will be provided for the right candidate.
The ability to establish good relationships with internal and external team members.
Must be able to work as part of a team and co-operate within a team ethic.
Excellent presentation skills both internally and client facing with proven track record at delivering presentations.
A diplomatic but firm manner with excellent powers of persuasion and ability to make own decisions and see them through.
Resilient, with ability to influence key decision makers and quickly build credible relationships with internal and external teams, and to challenge when necessary.
Ability to drive technical assurance with key stakeholders, both internal and external.
Must be able to write clearly and succinctly in a logical and structured way.
Must have good analytical skills to produce practical solutions to a range of problems.
An understanding of the Greek language a distinct advantage but not essential.
Good IT skills with the ability to work with bespoke software managing tools and creating PPM planners to produce reports from multiple sources/systems.
