The Role

Reporting to the Commercial Manager, you will take commercial responsibility for a portfolio of construction, refurbishment, infrastructure and minor works projects supporting UK Defence operations.

You will work closely with Project Managers, operational teams, consultants, directly employed labour and subcontractors, supporting projects from initial feasibility and option development through design, procurement, delivery and final account.

You will also support the development of junior team members and deputise for the Commercial Manager when required.

Key Responsibilities

• Take commercial ownership of a varied portfolio of projects.
• Prepare estimates, cost plans, budgets, schedules of rates and tender documentation.
• Undertake measurement, take-offs and the preparation of pricing schedules and bills of quantities.
• Manage valuations, applications for payment, variations, change control and final accounts.
• Administer and interpret contracts, including NEC and bespoke FM arrangements.
• Produce forecasts, cost reports, cash-flow information and cost-value reconciliations.
• Support the procurement of subcontractors, materials, vehicles, plant and specialist services.
• Evaluate quotations and tenders and provide clear value-for-money recommendations.
• Contribute to feasibility studies, option appraisals, scopes of work and client presentations.
• Review drawings, specifications and design information from a commercial and buildability perspective.
• Provide commercial support to works delivered through directly employed labour and subcontractors.
• Build effective relationships with DIO, MOD stakeholders, consultants, suppliers and subcontractors.
• Coach and support junior members of the commercial and project teams.
• Deputise for the Commercial Manager during periods of absence.

What We Are Looking For

Essential

• Degree, higher-level qualification or equivalent experience in Quantity Surveying or Commercial Management.
• Significant experience in a Quantity Surveying or commercial-management role.
• Strong estimating, cost-planning, measurement, tendering and final-account experience.
• Knowledge of recognised measurement standards, including NRM, SMM7, CESMM or equivalent.
• Experience using and developing schedules of rates including NSR
• Experience managing change control, variations and contractual entitlement.
• Strong subcontract procurement and commercial-management capability.
• Ability to produce accurate forecasts, cost reports and cost-value reconciliations.
• Knowledge of CDM, Building Regulations and the RIBA Plan of Work.
• Strong communication, analytical and organisational skills.
• Full UK driving licence or equivalent.
• Ability to obtain the required medical, security and work-permit clearances.

• Experience administering NEC contracts or similar.

Desirable

• Experience within Defence, facilities management, government or regulated environments.
• Experience across building, civil, mechanical and electrical projects.
• Experience supporting projects delivered through directly employed labour.
• Experience working in remote or logistically constrained locations.
• Professional membership of RICS or CIOB, or demonstrable progress towards chartered status.
• Experience developing junior commercial staff.
