Job objectives and responsibilities |
|
As PFI Exit Manager, you will lead the planning, coordination, and execution of the exit strategy for the Armada PFI contract. This is a high-profile role requiring a blend of commercial, technical, and stakeholder management expertise. You will ensure that MITIE meets all contractual obligations while supporting the Ministry of Defence (MOD) and associated stakeholders in preparing for post-PFI service delivery. |
Main duties |
Key Responsibilities
Strategic Planning & Governance · Develop and implement a comprehensive PFI exit strategy for the Armada contract, aligned with MOD and Cabinet Office guidance. · Lead cross-functional working groups across legal, commercial, technical, and operational domains. · Define and manage key milestones, deliverables, and dependencies across the exit lifecycle.
Contractual & Commercial Oversight · Interpret and manage the PFI contract's handback provisions, lifecycle obligations, and performance standards. · Work with legal and commercial teams to assess risks, liabilities, and opportunities for negotiation or early resolution. · Ensure all contractual obligations are met and documented to protect Mitie's commercial position and reputation.
Asset & Service Transition · Oversee technical due diligence, including asset condition surveys, lifecycle compliance reviews, and handback readiness assessments. · Coordinate with FM operations and MOD stakeholders to ensure continuity of services and readiness for post-PFI delivery models. · Develop and manage detailed transition and mobilisation plans, including contingency planning.
Stakeholder Engagement · Act as the primary point of contact for the MOD, SPV, and internal Mitie stakeholders on all matters related to PFI expiry. · Provide regular reporting and briefings to senior leadership, client boards, and governance forums. · Represent Mitie in negotiations, audits, and strategic planning discussions.
Risk & Performance Management · Maintain a comprehensive risk register and mitigation plan for the Armada PFI exit. · Monitor progress against KPIs, timelines, and budget, ensuring proactive issue resolution. · Capture and share lessons learned to inform future PFI transitions across Mitie's defence and public sector portfolio.

Person Specification |
Essential: · Proven experience managing PFI contracts, ideally including expiry or transition phases. · Must either hold or be eligible to obtain UK Security Check (SC) clearance · Strong understanding of public-private partnership models, contract law, and lifecycle obligations. · Demonstrable project/programme management experience in complex, secure, or defence-related environments. · Excellent communication, negotiation, and stakeholder engagement skills. · Ability to interpret legal, technical, and financial documentation with confidence. · Experience in defence estates, MOD contracts, or secure government environments. · Full UK driving licence
Desirable: · Familiarity with Cabinet Office and IPA guidance on PFI expiry. · Professional qualifications (e.g. PRINCE2, RICS, IWFM, CIPS, legal or commercial background). · Experience working with or within SPVs or FM providers. · Excellent communication skills and the ability to interact with all levels within the company and customer focused. · Ability to work under pressure and meet deadlines. · An intermediate knowledge level of all Microsoft office packages. Fully competent in the use of PCs and other types of technology · Has developed excellent written, verbal communication and negotiation skills to support them in their role. · Fully capable of understanding and maintaining the confidentiality across the site and respecting the needs of all stakeholders. · Understands the organisations goals & objectives and can bring these to life in theirs/their team's daily activities. · Works well under pressure to meet the challenging deadlines for both operational and people aspects of their roles · Demonstrates forward thinking/planning, with a positive 'can do' attitude and can flex their style to meet the needs of the business. · Can effectively plan and manage own workloads, however, understands when to ask for support when needed. · Strong financial acumen with the ability to manage costs and ensure budgets are met · Represents Mitie and the client always in a professional, courteous and confident manner · A team player with the ability to lead by example through operational excellence, strong interpersonal skills and the ability to interact at all levels. |
