Job Overview

To lead in the effective management and timely execution of all work relating to the delivery of the core services element of the contract within the relevant primary and secondary sites.
To act as the estate management single point of contact (SPOC) for Head of Establishment (HoE) and representatives.
To act as the primary interface between Mitie, HoE and DIO for all relevant sites.
What we are looking for
Customer Engagement
- Identify optimal solutions to customer requirements, acting as the single point of contact in reaching resolutions to any emerging issues.
- Understand the operation and priorities of the HoE in order to plan estate activities
- Support end-users in the development of new work requirements including provision of formal Additional Services submission
- Manage and edit the Integrated Estate Management Plan (IEMP) co-ordinating input from all stakeholders including HoE
- Ensure that all complaints are resolved and compliments acknowledged in a timely and satisfactory manner
Main Duties
-
Technical Responsibilities
- Manage all KPI measures and ensure they are delivered within agreed time scales
- Pro-actively manage all works through motivation, driving excellence through clear and effective direction, delegation and sound decision making
- Manage the statutory and mandatory compliance of assets but where this is not possible provide technical support for the management and mitigation of risk
- Set and maintain high standards for quality and drive achievement in a changing environment, to sustain focus and deliver results through implementation and on-going maintenance of quality assurance and health and safety systems
- Encourage evaluation and manage adjudication process for works within authority level
- Undertake in-progress and completion audits in accordance with the Audit Management System (AMS) and capture results
- Utilise systems as required for input and reporting
- Proactively provide reports to HoE on performance, identifying opportunities for improvement, relationships and customer satisfaction
- Through liaison with the Billable Works Manager ensure all billable works are completed to the required standards and that relevant documentation is handed over in a timely manner upon completion and that it is recorded against the appropriate assets in Maximo
- Ensure compliance with contractual, statutory and company regulations
- Report to Area Manager on Performance Indicators as required
- Identify and make recommendations for Life Cycle Replacement and manage, if required, the delivery of approved works in accordance with the Life Cycle Replacement Programme
- Manage all low value additional services allocated to the site team from development to construction and to ensure they meet the criteria of the scorecard report or any other KPI introduced by the client or Mitie
- Interact and liaise with relevant Authorising Engineer (AE) to ensure site(s) meet the requirement of JSP375
- Manage team and supply chain performance to ensure all statutory, mandatory and reactive performance indicators are consistently achieved
- Provide good quality business cases, working closely with the billable works Team to ensure that the project delivery meets requirements.

- Manage and plan resources effectively to ensure a sufficient number of qualified employees are employed
- Monitor performance against clear objectives, ensuring milestones and targets are met by the required time frames
- Ensure timely completion of mandatory training for self and team in accordance with the company training matrix
Commercial Responsibilities
- Manage cost and stakeholder expectation through sound commercial decisions to ensure value for money
- Set, interpret and manage the operational budget and forecasts
- Ensure supply chain performance is monitored and regular meetings are held to discuss performance
Corporate Responsibilities
- Ensure compliance with Security and Fraud Policies and Procedures

What we are looking for

Essential
- Excellent leadership and management skills
- Significant experience in a management position within construction or facilities management environment
- Ability to delegate, prioritise and manage time effectively
- Ability to motivate and lead a team
- Good working knowledge of Heath and Safety legislation and environmental standards, statutory and MOD mandatory requirements

- Sound understanding of business finance

Training & Qualifications
Essential Requirement
- Qualified to HND level or equivalent experience in related field
- IOSH or equivalent qualification
